Adds npu/final.xclbin, npu/insts.bin, npu/libtd_npu2.so and npu/build.json (built from phlegm c236878), and trit_npu.py, which checks the prerequisites and the hashes and encodes on the NPU through plain XRT. Model weights and the CPU/GPU path are unchanged.
