probe: add preregistration probe-prereg-conscious-ledger-20261022.md (before state, nothing run). Correction: the previous commit 39cbc19's message is wrong -- the store's gate REFUSED that write (bare imperative in arm A1 wording), so 39cbc19 holds only the refusal audit line. A second refusal (the note quoted the old wording) is in this commit's audit lines. A1 rephrased as a question; refusals recorded in the file.
