Add functionality to publish the chat application to Hugging Face

Create a new script `chat-app/publicar_hf.py` to handle publishing the application to Hugging Face using the `huggingface_hub` library. This script includes logic for logging in with a Hugging Face token and uploading the contents of the current directory to the specified model repository. Additionally, `pyproject.toml` is updated to include configurations for PyTorch CPU dependencies on Linux systems.
