Add pipeline tag and library name

This PR adds the `library_name` and `pipeline_tag` to the model card metadata, ensuring the model is properly categorized on the Hub and can be discovered through the corresponding filters. The `library_name` is set to `transformers` because the repository contains a standard Transformers-compatible config, and `pipeline_tag` is set to `text-generation` since the model generates text/code completions.
