Replace GPL-2.0-only with GPL-3.0-or-later plus a GPLv3 section 7 additional permission (LICENSE-EXCEPTION), add training data attribution (NOTICE.md), and update the model card, RELEASE.json, SHA256SUMS.txt and verify_release.py. Weights, tokenizer, Core ML packages and source/ are unchanged.
