Why Is the AI Timing Out or Blaming System Overload When That's Not the Case?

I am the only one — the sole, single user of this AI — yet it keeps timing out or blaming server overload.

It constantly returns the same message:
"The system is busy. Please try again in a few minutes."

But there’s no actual difference when I try again — it still fails.
The image generation runs for about 15 seconds, then shuts down with the same excuse.

Why?

If there is no real server overload, and I'm the only active user, then what is the real reason for this timeout? Is it:

• A built-in fail-safe?
• A system bug?
