Date: 2026-10-21. Status: adopted for the current investigation. Basis: the user's request to start mapping the extracted formats/plugins/APIs/dependencies and the supplied readable sources.
Use hash-verified, static source evidence first. Preserve binary/reference inputs; generate raw machine indexes under Xet-filtered assets and keep authored interpretation/index documents under docs. Classify declarations, writer implementations and historical/runtime claims separately. A lexical call/include edge is a candidate dependency, not a demonstrated execution path.
This decision does not select a Rust plugin ABI, implement a legacy VM, choose a license, or resolve executable investigation permissions. It keeps broader parity tasks open and provides concrete next experiments from the source map. E01 and F15–F23 record this stage's evidence.
