feat: replace 12/24 DSSound vtable slots with Rust

Browse files

Patch DSSound vtable (0x66AF20) with Rust implementations:
- Slot 12 (load_wav): full WAV loader using hound crate for RIFF/PCM
parsing and windows crate for DirectSound buffer creation. Replaces
WA's manual RIFF parser + fopen/fread/fseek.
- Slot 13 (is_slot_loaded): channel_slots bounds-checked lookup.
- Slots 6, 17-22 (stubs): return 0.
- Slots 15-16 (noops): return void.
- Slot 23: return 1.

Add hound (WAV parsing) and windows (DirectSound COM) dependencies
to openwa-core.
