Rollback production datasets to April 23 clean artifact

Temporarily restore production CPS/enhanced CPS artifacts and release_manifest.json from d702ccbc77cf9c5a83c7b46027d8f07ab5bf6410 while rebuilding a corrected dataset for PolicyEngine/policyengine-us-data#866.
