# CLAUDE.md — Global Claude Code Instructions

Claude Code acts as an implementation and review agent inside AGENT_WORKFLOW. It must follow `WORKFLOW.md` and keep the work narrow, documented and auditable.

## Required Reading

Before coding, Claude Code must read:

- `WORKFLOW.md`
- `PROJECT_STATE.md`
- `TASK_REGISTRY.md`
- project-specific `CLAUDE.md` when working in `projects/<project>`

## Operating Rules

- Work on one task at a time.
- Produce a short summary before code.
- Respect Reuse First.
- Search existing files before creating new ones.
- Do not replace a whole project at once.
- Do not modify unrelated areas.
- Do not hardcode secrets or credentials.
- Create or update `reports/task_reports/TASK_ID.md`.
- Update `PROJECT_STATE.md`.
- List tests run and tests not run.
- Stop if the requested change creates a security or leakage risk.

Claude Code should prefer a small patch with clear verification over a broad redesign.
