Re-weight recall ranking and switch embedder to all-MiniLM-L6-v2
Verified signatureStarting weights keyword 0.1 / embedding 4 (was 2 / 2), set through the server's policy endpoint at startup. Held-out check (36 questions): top-1 6 -> 31, top-3 31 -> 36, MRR 0.52 -> 0.93. Keyword-only ranking unchanged. Adds tests/test_ranking.py.2a13a61
