- `.planning/REQUIREMENTS.md` — scoped requirements for this milestone
- `.planning/ROADMAP.md` — phase structure (continues numbering)
- `.planning/STATE.md` — reset for new milestone

**After:** `/gsd-plan-phase [N]` to start execution.
