1. INTRODUCTION & STRATEGIC VISION:
The Subcontracting and Partnership Exchange of Cameroon (BSTP) is the ultimate Trusted Third Party (Tiers de Confiance) of the Cameroonian industrial ecosystem. Mission: Technical upgrading of local SMEs and their secure integration into the value chain of major Order Issuers (SCDP, SOSUCAM, SONARA, ENEO, etc.).
Technological Paradigm Shift (As-Is vs To-Be): Transition from simple, passive static profiling to real-time macroeconomic piloting (Strategic Decision Cockpit).

2. DIGITAL TRANSFORMATION MATRIX:
- Profiling & Directory: Multi-step dynamic onboarding workflow (Administrative -> Self-assessment -> Field Audit).
- Matchmaking & Linkage: AI-driven Smart Matchmaking, predictive filtering based on geographical boundaries (Geofencing), and targeted routing of industrial opportunities.

D. THE ORDER ISSUER / GRAND DONNEUR D'ORDRE (Secure Sourcing Space):

4. SME PROFILING DOCUMENT COMPLIANCE CRITERIA (OCR VERIFICATION):
Every small and medium enterprise (SME) must submit four mandatory administrative documents to complete their physical onboarding and profiling. The AI must audit these images based on the following specific checkpoints:

A. RCCM (Registre du Commerce et du Crédit Mobilier / Commercial Registry):
- Mandatory Text Fields: Must contain the text "REGISTRE DU COMMERCE", "RCCM", or "Greffe du Tribunal".
- Cameroonian Jurisdiction: Must mention a Cameroonian town or region (e.g., Douala, Yaoundé, Garoua).
- Validity: Must clearly show a registration number starting with or containing regional registry codes (e.g., RC/DLW/, RC/YAO/).

B. NIU (Numéro d'Identifiant Unique / Unique Taxpayer ID):
- Mandatory Text Fields: Must contain the phrase "NUMERO D'IDENTIFIANT UNIQUE", "NIU", or "DIRECTION GENERALE DES IMPOTS".
- Format: The ID number must match the modern Cameroonian tax format (usually starts with an 'M' followed by numbers, e.g., M01234567890X).
- Geographic Location: Republic of Cameroon (République du Cameroun).

C. CNPS (Caisse Nationale de Prévoyance Sociale / Social Security Certificate):
- Mandatory Text Fields: Must contain "CAISSE NATIONALE DE PREVOYANCE SOCIALE", "CNPS", or "Attestation pour Soumission".
- Purpose: Must specify that it is for public contract bidding or administrative profiling.
- Expiration: Check for a visible validity date or clearance status confirming the enterprise is up to date with social contributions.

D. ATTESTATION FISCALE (Tax Clearance Certificate / ANR):
- Mandatory Text Fields: Must contain "ATTESTATION DE NON-REDEVANCE", "ANR", or "ATTESTATION FISCALE".
- State Authority: Must display "MINISTERE DES FINANCES" and "DIRECTION GENERALE DES IMPOTS".
- Expiration: Must prominently show a validity or expiration date to ensure it is not an obsolete fiscal document.
