"notes": "Civilian architecture \u2014 the NOVA civic block. A new intact, still-powered administrative building that stands among the derelict districts: a tiered plinth, four full-height stepped corner pylons, a panelled main mass with recessed louvre window bays, a stepped octagonal roof crown with chevron vents and a mast, and a wide canopied entrance. Cyan emissive throughout with sparse amber service lights, no faction livery \u2014 it belongs to nobody. 1,214 triangles. It is block kind 4 in the existing district planner, roughly one in seven low blocks and never more than two per district, seeded off the same roll that already picks tall-vs-low so no existing map's layout shifts. It behaves like every other block for footprint, salvage and damage. Two things the game camera caught that a hero render never would: the entrance canopy projected far enough to hide the entire doorway at the shallowest sightline the game allows, and the window slats were sub-pixel at the closest playable zoom \u2014 what reads at ninety pixels is lit AREA, not slat count, so the duty cycle went from a half to 0.86 and the panes now run the full bay width.",
