# ADR-001: Shared Services Architecture Direction - Date: 2026-06-18 - Status: Accepted - Phase: Phase 0 - Baseline Protection and Architecture Inventory ## Context The repository currently has working CLI commands, evaluation/hardening flows, and Observatory readers. Orchestration logic is largely concentrated in CLI command functions, with Streamlit acting as a read-only artifact browser. The governing blueprint and execution playbook require migration toward shared application services in later phases, while preserving current command behavior and artifact compatibility. ## Decision 1. Typer CLI and Streamlit UI will be treated as adapters over shared application services in later phases. 2. Existing runners and evaluators remain the execution engines to be reused, not replaced. 3. Filesystem repositories will initially preserve current artifact layouts and compatibility contracts. 4. Phase 0 performs no refactoring of runtime paths and no production behavior changes. ## Consequences 1. Phase 0 emphasizes regression protection and contract capture, not architectural rewrites. 2. Future extraction work should move orchestration out of CLI/Streamlit incrementally behind tests created in Phase 0. 3. Artifact schema and path changes are deferred; any migration must preserve backward compatibility and be explicitly tested. ## Out of Scope in This ADR 1. No service extraction in Phase 0. 2. No CLI command behavior changes. 3. No evaluator/hardening semantic changes. 4. No Streamlit UI behavior changes.
