scaling_interval=100 with ephemeral subprocess calls means homeostatic
scaling never fires (same root cause as CC hook silent-node bug fixed in v0.4.2).
threshold_ceiling=5.0 prevents runaway threshold growth.
Tonic disabled: workers are ephemeral, no persistent process to accumulate
attractor state between calls.
Also moves pre-sync .bak files to Defunct-Historical/.
