<h3>AI Usage</h3>

AI analysis is explicitly opt-in, user-initiated, and limited to already-public
PDF documents. Outputs include integrity hashes and disclosure notices.
</p>

<h3>Phase-4 Controls</h3>
<p>
Vector search (FAISS) is cryptographically disabled and cannot be activated
without a signed governance unlock and redeployment.
</p>
