+
+## Design Principle
+State FOIA regimes vary widely. This system:
+• Does NOT scrape state portals
+• Does NOT automate submissions
+• Does NOT normalize records
+
+Instead, it provides jurisdiction-aware link-outs.
+
+## Adapter Categories
+
+### Category A — Centralized Portals
+Examples:
+• California (CPRA)
+• New York (FOIL)
+• Texas (PIA)
+
+### Category B — Agency-Specific
+• Requests must be filed per agency
+• No unified index exists
+
+### Category C — Hybrid
+• Central request intake
+• Distributed document hosting
+
+## Implementation Rule
+Adapters MUST:
+• Link only to official state domains
+• Preserve agency custody
+• Embed user search terms where supported
+• Never claim completeness
+
