+# Phase-4 FAISS Activation & Approval Framework
+
+## Purpose
+Phase-4 FAISS enables vector indexing **only** for publicly released,
+court-safe documents obtained via explicit document-level APIs.
+
+## Default State
+ENABLE_FAISS_PHASE_4 = false  
+Activation is prohibited without written approval.
+
+## Preconditions (ALL REQUIRED)
+☐ Agency exposes a documented public document API  
+☐ API terms permit indexing  
+☐ Documents are already publicly released  
+☐ No sealed, restricted, or controlled content  
+☐ No biometric, surveillance, or personal profiling data  
+
+## Approval Authorities
+Activation requires:
+• Written authorization from deploying institution
+• Judicial or agency ethics review
+• Hugging Face Trust & Safety acknowledgment
+
+## Technical Safeguards
+• API-only ingestion (no scraping)
+• Hash verification before indexing
+• Index isolation per agency
+• No cross-agency embeddings
+• Read-only vector store
+
+## Revocation
+Approval may be revoked at any time.
+Upon revocation:
+• Index is destroyed
+• ENABLE_FAISS_PHASE_4 returns to false
+• No embeddings retained
+
+This framework is binding.
