+## Module 1 — Tool Scope (15 minutes)
+
+### What FFIS Does
+- Links to public FOIA reading rooms
+- Organizes URLs and metadata
+- Generates *informational* bundles
+
+### What FFIS Does NOT Do
+- Authenticate records
+- Certify admissibility
+- Replace custodians
+- Access sealed material
+
+> **Key Rule:** FFIS output is *never* authoritative.
+

+## Module 2 — Source Verification (20 minutes)
+
+Clerks must independently confirm:
+
+☐ URL resolves to official agency domain  
+☐ Document is publicly released  
+☐ Hash matches downloaded document  
+☐ No seal, protective order, or restriction applies  
+
+Hashes are provided **for comparison only**.
+

+## Module 3 — Court Bundle Review (15 minutes)
+
+Generated bundles contain:
+- Cover sheet (informational only)
+- Proposed exhibit list
+- Clerk checklist
+- Exhibit summaries
+
+Clerks should confirm all materials are:
+- Labeled *pre-filing informational*
+- Not docketed automatically
+- Not treated as filed exhibits
+
