This simulator asks whether it has the **structural right** to close. ## What it is A lightweight HIR/OAM route-governance engine that evaluates whether a claim, dispute, conversation, or repair loop can legitimately close — or whether it should remain open, fork, request evidence, preserve bounded disagreement, or reopen for repair. It does **not** decide who is right.
