    <p>This expanded packet presents an integrated HIR/OAM architecture combining fair ticketing/payment settlement with authorized red-team capture, black-hat LLM defense, and call/identity-theft protection. The core settlement claim is that HIR does not ask extraction to behave; it makes extraction non-settleable. The added defensive layers extend that logic: suspicious or authorized adversarial attempts are captured, quarantined, classified, audited, and used to propose defensive improvements under human review.</p>
    <p>The architecture is built from Honesty, Integrity, and Respect as runtime gates, with OAM used as a degradation detector for agency outsourcing, coercion, manipulation, automation pressure, and deniability.
