1. Extract this ZIP.
2. Create a Hugging Face Space using Docker SDK.
3. Upload the extracted contents to the Space root.
4. Add a Space secret named `SUBSTRATE_ACTION_KEY`.
5. Wait for the Space to build.
6. Test `/v1/mesh/health`.
7. Test `/v1/mesh/command` with Bearer auth.
8. Replace the placeholder server URL in `openapi/openapi.yaml`.
9. Paste the edited OpenAPI schema into Primordial OS Runtime GPT Actions.
10. Configure Action auth as Bearer with the same secret.
11. Test in GPT Preview.
