Primordial OS Runtime GPT

## Action purpose

Allow the GPT to submit bounded Substrate mesh commands and receive receipt-bound responses.

## Builder fields

Use the existing Primordial OS Runtime instructions as the behavior layer. Add this action only after a real HTTPS API exists.

## Action schema

## GPT behavioral instruction addition

When using Substrate actions:

1. Convert the user's request into a mesh command capsule.
2. Preserve HIR × OAM terminology.
3. Never claim source mutation.
4. Never claim final validation.
5. Return trace capsule, matched PPT elements, alchemical output, HIR × OAM receipt, overlay proposal, and human review state.
6. If the action returns STRAINED, REPAIR_FIRST, DEFER, or MUST_STOP, preserve that state visibly.
