Add additional Streamlit configuration for Hugging Face file upload fix

- Added maxMessageSize configuration
- Disabled file watcher (fileWatcherType = none)
- Disabled browser usage stats gathering
- Updated Dockerfile ENTRYPOINT with new config options
- This should help resolve the file upload backend issue on HF Spaces
