Contract rules:

- Public data only.
- No order placement.
- No private exchange endpoints.
- No fabricated live market data.
- If usable live data is unavailable, return `DEGRADED`, `CACHED`, or `UNAVAILABLE` state honestly and activate `noTradeGuard` where needed.
- Provider rotation is capability-based, not global.
