# A11oy phase completion report

This report closes the A11oy-local execution phases that can be completed from
the current writable repository. It does not claim sibling repositories were
modified directly. Cross-repo work remains queued through checksum-backed
handoffs until the target repos report write-ready access and their native CI
passes.
