docs(wave4-scrub): update Doctrine V6 → V7 in AMARU_DATA_CONTRACT.md

Doctrine v7 §1 audit: web/AMARU_DATA_CONTRACT.md line 64 referenced
'Doctrine V6 values' in the GovernancePanels description. Updated to V7,
which is the canonical version (2026-05-30, supersedes v6).
