Phase-1 STABILIZE: UDS theorem_ref/lake_receipt + deploy staged QUORUM-sweep fixes. fusion: CONSENSUS HOLDS 4/4 (honest 4 roles Policy/Reasoning/Orchestrator/Field Node), theorem_ref + lake_receipt (locked-5 EXACTLY 5 @c7c0ba17, Lambda=Conjecture1, BFT=Conjecture2 OPEN, CF-22/23 conditional experimental @044eb098), new consensus/verify + theorem/registry endpoints. console reads new quorum fields (no quorum_without_amaru). live_wires/uds/fleet/operator codename-clean (rendered labels -> roles). Defense Unicorns NOTICE intact. serve.py left at live canonical (already mesh-sanitized).
