Create requirements.txt with all necessary dependencies

Added requirements.txt file listing all Python packages needed to run the text-to-image retrieval app, including Streamlit (or Gradio), torch, transformers, datasets, numpy, Pillow, and scikit-learn, to ensure the app builds and runs properly on Hugging Face Spaces.
