Update Dockerfile

revert to teamjn dockerhub image for testing retries

use techaudiodoc/reaspeech docker image

update environment variable for demo popup

force create ./cache directory

added /.cache directory to service user chown

chown as root

chown files back to 1000:1000 and switch to user 1000

remove command from dockerfile and expose port
