Use pytorch3d@main (has CUDA 13 pulsar visibility fix)

Pin TORCH_CUDA_ARCH_LIST=12.0 (ZeroGPU is RTX 6000 Pro Blackwell)

Set TORCH_CUDA_ARCH_LIST for pytorch3d build (no GPU during build)

Install chumpy dynamically with --no-build-isolation (fixes setup.py pip import)
