feat(binder): compare-and-swap epochs, bootstrap-only seeding, named baseline
Epoch semantics. adjudicate() now takes expected_epoch and the store performs the compare-and-swap, so no caller ever asserts "the new epoch is 4" — it states what it believes is current and the store owns the increment. A writer holding a stale epoch is refused; so is one guessing ahead. The epoch advances only when adjudication actually changes (repository or authority provider); re-asserting the same adjudication is accepted as an explicit no-op. revise() is the new path for ordinary forward motion. A commit on the canonical copy advances revision and writes a revision_advanced ledger event without touching authority_epoch — a new commit is not a re-decision about who is authoritative. observe() now also writes evidence, so a local index reporting its revision leaves a trace while still being unable to set canonical_locator or claim authority. register_self() is bootstrap-only and refuses when a record already exists. Nothing calls it automatically: auto-seeding a missing record w…4ee49ba
