## Read the caveats on each screen

This ranks predicted **enforcement demand**, not where illegal parking occurs.
94% of the variance in violation counts is explained by patrol history, the
project's own fairness audit returns **HIGH concern**, and no statistically
significant hotspot survives adjusting for patrol effort. The Congestion Impact
Score is a *constructed index*, not a measurement, and is not externally
validated.

Everything is precomputed — no server, no API. The whole surface bundle is
1.75 MB and the page is 129 KB gzipped.
