Add Challans page surfacing the MongoDB challan evidence store
The Records page reads SQLite (primary violations); the MongoDB challan store had no UI. Adds a dedicated Challans page: - Folder-tree summary cards (counts per vehicle class → violation type) - Filterable table (class, type) of challan documents with evidence crops - "Issue" action wired to PATCH /challans/{id}/issue - Graceful offline state with the Atlas IP-allowlist hint when Mongo is down Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>0fd3a61
