docs: add DVF data source, pipeline steps, and WTM methodology
Browse files- Data source: DVF geo-localized from data.gouv.fr, years 2020-2025
- Pipeline: download → clean/filter/dedup → temporal weighting → aggregation
- Cleaning: Vente only, residential (Appartement/Maison), outlier bounds
- Dedup: single-type mutations, sum surfaces
- WTM: 20% trimmed mean with exponential temporal decay (λ=0.97)
- Confidence formula: volume adequacy + price stability
- Exclusions: Alsace-Moselle (57,67,68) + Mayotte (976)
