Add minimal parquet fixture data for CI tests

The data/ directory is not tracked in git, so CI has no parquet files for
fuzzy search and geometry tests to read. These fixture files contain a few
rows extracted from the real dataset (India, US, and named natural features)
with simplified geometries, allowing the test suite to run without the full
dataset.
