fix(deps): resolve dependency conflicts in requirements.txt

- Update httpx to 0.25.2 for python-telegram-bot compatibility
- Downgrade fastapi to 0.103.1 to resolve version conflicts
- Pin anyio to 3.7.1 for stable dependency resolution
