Force Streamlit rebuild: Add config and documentation

- Add .streamlit/config.toml to force Streamlit recognition
- Add clear Streamlit documentation to README
- Force HF Spaces to recognize SDK change from Gradio to Streamlit
- Configure proper Streamlit server settings
