feat: FastAPI embedding service for eduai_platform
A tiny single-process service that wraps sentence-transformers/all-MiniLM-L6-v2 behind /embed, /embed_one, /health. Pre-downloads the model at Docker build time so cold starts are just process spin-up. Auth via X-API-Key header. Lets eduai_platform contributors skip the torch+conda install entirely.fbbd988
