Fix: Use Python 3.10 + ZeroGPU (zero-a10g) for gsplat compatibility

- Changed python_version to 3.10 (matches gsplat cp310 wheel)
- Added suggested_hardware: zero-a10g for GPU builds
- Re-enabled gsplat wheel
