Add CI workflow running pytest on push + PR
Runs the existing offline pytest suite (156 tests, ~60s) on ubuntu-latest with Python 3.12 via uv. conftest.py already sets dummy env vars, so no secrets are needed. Gated on PRs so branch protection on main can require it before merge. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>641d0db
