Revert the Web USD nginx/supervisord files: supervisord can't parse the new nginx command (No closing quotation); nginx FATAL

59b8d0e5's supervisord-gpu.conf (indexing #72 @02d329c0) breaks supervisord's shlex parse of the nginx command ('') inside the sh -c string), so nginx never starts. Restores 0fa97f4a's three files; the dist and library_media.py from 59b8d0e5 stay (viewer dark: VIEWER_FORMAT unset).
