## Layer 0: Reward Function Generator (HARDCODED)
We hardcode this for the hackathon. In the full vision, an LLM would generate
reward functions given a new domain + intents. For judges, we explain this layer
theoretically and show that Layer 1 + 2 work with a pluggable reward function.

### Why This Maps to Statement 4
Statement 4 says: "create envs where agents can create new RL envs."
Layer 0 IS the agent that creates RL environments. Even though we hardcode it
for the hackathon, the architecture is: give Layer 0 a new domain + intents β
it generates a reward function β that reward function defines a new RL
environment for Layer 1 to train on. Swapping the domain from "banking" to
"telecom" or "healthcare" automatically creates a new training environment.

## Layer 1: RL Prompt Optimizer (IMPLEMENTING)
### What It Does
Uses GRPO (Group Relative Policy Optimization) to find the optimal system prompt
for the Layer 2 voice agent. The "action space" is natural language β the model
generates candidate system prompts, and the best-performing ones are reinforced.

After training, Layer 1 outputs the highest-reward system prompt. Example:

## Layer 2: Conversation Environment (IMPLEMENTING)
### OpenEnv Environment
This is the core hackathon deliverable β an OpenEnv 0.2.1 environment deployed
on HF Spaces.
### Simulated Customers: How We Generate Data
**Tool:** `meta-llama/Llama-3.1-8B-Instruct` via HF Inference API ($30 credits)
**Repo for persona generation:** We use a persona sampling approach inspired
by [Argilla's `synthetic-data-generator`](https://github.com/argilla-io/synthetic-data-generator)
(or alternatively [CAMEL-AI](https://github.com/camel-ai/camel) for multi-agent
conversation simulation).
We generate **100 customer personas** with varying:
- **True intent:** randomly sampled from the intent list
- **Personality:** polite, confused, impatient, aggressive, verbose
- **Social engineering attempt:** none, soft (mentions family member), hard (prompt injection)
- **Complexity:** simple request, multi-part request, ambiguous request

## How Each Layer Maps to Prize Targets
### Statement 4: Automating RL (Main Track)
Layer 0 generates reward functions β those reward functions define new RL
environments β Layer 1 trains on those environments. The full system IS an
"agent that creates new RL envs." Even with Layer 0 hardcoded, the pluggable
architecture proves the concept: swap domain from banking to telecom and a new
environment is automatically created.
### Fleet AI $10k: Scalable Oversight
Layer 1 IS the oversight agent. It monitors Layer 2 voice agents by optimizing
their behavior through prompt selection. When the trained prompt fails on edge
cases, the system detects it (low reward) and can escalate. The oversight is
scalable because adding a new intent just means adding it to the list β Layer 1
retrains and Layer 2 adapts.
### Halluminate $10k: Multi-Actor Environments
Layer 2 IS a multi-actor environment. The voice agent manages conversations with
100 different simulated customers (actors), each with different personas, intents,
and adversarial behaviors. The agent must discover the customer's true intent
while managing the interaction β this matches "agent interacts with and manages
multiple actors to discover and achieve the task." |
