- report engine and audit ZIP generation;
- revision normalization;
- City-comment response matrix;
- submission readiness workflow;
- PCSWMM package validation and hashing.

## Removed from the public product surface

- generic `upload_model` entry workflow;
- generic scenario-authoring tools;
- generic SQL/query tools;
- standalone SWMM user positioning;
- Hugging Face deployment language and cloud-upload consent workflow;
- generic SWMM model-authoring skill;
- non-PCSWMM client examples.

These functions may still exist in the internal core because independent execution and reporting use them. They are not registered as PCSWMM MCP tools.

## Added for PCSWMM-only operation

- PCSWMM-specific public tool registry;
- active-project connection and identity endpoint;
- independent verification endpoint;
- consolidated active-model review;
- PCSWMM-prefixed result tools;
- PCSWMM submission/report wrappers;
- local-only launch scripts with an isolated OpenSWMM worker virtual environment;
- PCSWMM-specific orchestration skill and notebook client example.

## Deliberately deferred

- write access to the active PCSWMM model;
- automatic conduit/storage editing;
- optimization and scenario creation inside PCSWMM;
- direct extraction of proprietary GUI drawings or profiles not exposed by the SDK;
- automatic City-comment OCR.

These require explicit approval, rollback, snapshot, and audit controls before production use.
