fix: submission-critical gaps for hackathon eval
Rudhratej- rename baseline.py → inference.py (mandatory per spec) - copy Dockerfile to repo root (docker build needs it there) - fix [END] score format: .3f → .2f to match sample spec - add kb_available to RLObservation (was inferred from trace hack) - fix inference.py to read kb_available directly from obs - fix README latency_penalty: 0.01 → 0.1 (matches tasks.py LATENCY_MU) - add inference.py usage section to README with env vars and example output79959d2
