Switch STT from local Whisper to Azure Speech Service
Replaces faster-whisper local STT with Azure Cognitive Services Speech (via livekit-plugins-azure). Reuses the existing AZURE_SPEECH_KEY / AZURE_SPEECH_REGION already used for TTS.
