Add paper metadata and improve model card

Hi! I'm Niels from the Hugging Face community team. I've improved the model card for TextPecker-8B-InternVL3 by adding relevant metadata and linking it to the paper and code repository.
Key changes:
- Added
pipeline_tag: image-text-to-text. - Added
library_name: transformers. - Added
license: apache-2.0. - Linked the model to the official paper on Hugging Face.
- Added project links and the citation.
