Add library_name and pipeline_tag

This PR improves the model card metadata by adding library_name: transformers and pipeline_tag: reinforcement-learning. These additions help users discover the model and provide automated code snippets for usage. I have also added links to the paper and project collection, along with the official citation from the repository.
