This PR improves the model repository by:

Correcting the ArXiv ID format in the metadata to enable the "Paper" button on the Hub.
Adding library_name: pytorch to the metadata as the model is compatible with the PyTorch Hub Mixin.
Refining the README to include direct links to the paper and the official GitHub repository for better accessibility.
